Here's my two cents' worth on the topic:

First of all, I don't know the exact age of these teens or what exactly they are doing or saying, but my guess is that as long as they are not bullying those around them, they are probably not scaring away other teens. Teens don't care about noise, unfortunately, although they do care about being bullied. I would watch that carefully, because if they are bothering other people personally, someone, whether it's you or someone else, should do something about it.

Witht hat said, if it were me (and I've been teaching for awhile now, and this year at the high school no less), I'd go up to the kids and say in a firm but kind voice, "You know, you guys are so great. You come in the library each week and we love that you are having fun. But you know what, you are being so loud that, like, other people are noticing. I would feel really bad asking you to leave because I know you're having fun. Do you think you could get quiet for me please?"

Notice you're speaking their language. Throw in the "like". Mention that "other people are noticing" (it doesn't have to be totally true, although I'm sure it is). Notice how nice you're being while at the same time working in the idea of kicking them out if they don't behave. This should get through.

Then write down your warning and give them a chance. If it continues, then you go over and say something to the effect of, "You guys, I was so nice to you earlier and you're not doing as I asked. I told you I don't want to ask you to leave but my manager will make me if you can't settle down. Where are your parents?" They'll say their parents aren't there. I'd say, "Well, if you're underage and you're causing a public disturbance, I'll need to get your parents involved. Please quiet down. I'll be keeping an eye on you from over there." Point to where you're sitting.

Then the third time it happens, they're out. Call the manager, security, whatever.

Now this being said, I'm not sure this needs to be your job. You're not trained for how to handle raucous customers. Your boss should do this. I'd mention it all to her. Or him.
