Maybe you could have a rule about "you can't be here without a Purpose," like doing homework or playing a game with a friend, instead of just loitering and Making Michief.
Has anyone asked the Obnoxious Teens what they Really Want to Do? If they don't like what you offer them, make THEM come up with some ideas. Invite them to join a Teen Forum, or something like that, to come up with a purpose to them being there.
